Woman of Luck" Lottery Approved by the House of Representatives Committee

Proposal by the Women's Rights Defense Commission Aims to Help Victims of Domestic Violence

A recently approved innovative proposal in the House of Representatives promises to transform the lives of many women. Named "Woman of Luck," this lottery aims to allocate funds for programs supporting women facing domestic and family violence.

 

The lottery will operate on both physical and digital platforms, using a numerical prognostics system where participants attempt to match drawn numbers. This model is designed not only to entertain but also to provide significant assistance.

 

The proposal includes an amendment suggested by the rapporteur, Deputy Laura Carneiro, to comply with fiscal and budgetary requirements established by the Constitution and the Fiscal Responsibility Law. Consequently, an initially planned benefit, which would guarantee a monthly minimum wage to women, was excluded to avoid legal incompatibilities.

 

Budgetary adequacy is crucial for the long-term viability of any bill, especially those involving the collection and allocation of financial resources. Laura Carneiro emphasized that by redirecting the benefit directly paid to women to the Ministry of Women, the project gains compliance and financial sustainability.

 

According to the project, the lottery's revenue will be distributed as follows: 26% to finance the new benefit, 10% for the construction of housing for women victims of domestic violence, 19.13% for the costs and maintenance of the lottery operator, and 44.87% for prize payments and taxes. Additionally, any prize not claimed by the winners within the established period will be reverted to the Ministry of Women.

 

After approval by the Finance and Taxation Committee, the proposal now proceeds to the Committee on Constitution, Justice, and Citizenship (CCJ). There, it will be discussed conclusively before being eligible for implementation.
