Senator Jaime Bagattoli, the author of the project, argues that the fund has insufficient resources to meet the demands of rural financing, a situation that the project aims to address.

The rapporteur amended the original text, authored by Senator Jayme Campos, which initially allocated 1% of lottery proceeds to the PNCF, reducing the portion of prizes to bettors. He highlighted receiving a technical note from the Executive Branch warning that withdrawing a percentage of the prize value could discourage bets and result in a drop in revenue.

Currently, the law allocates the revenue from three annual contests to institutions such as the Brazilian Red Cross and associations supporting people with disabilities.

Senator Bagattoli thanked the rapporteur and requested support for the Chamber of Deputies to quickly approve the project.

The proposal will now be analyzed in the Chamber of Deputies before moving on to presidential sanction.
