Bill Defines New Rule for Timemania Fund Distribution

The Bill 3723/21, which has already been approved in the Senate, is under review in the House of Representatives and seeks to regulate the distribution of Timemania lottery funds among football clubs. The proposal aims to formalize in law the distribution method currently stipulated in regulation, thus providing greater legal security for sports entities.
According to the text, half of the funds raised by Timemania will be distributed equally among all participating clubs. The other half will be distributed according to the selections of bettors, who choose their favorite teams on the betting slips. This formula maintains the existing division model but with the backing of specific legislation.
The bill also establishes that the adhesion period for clubs to join Timemania will be reopened every two years, allowing more teams to benefit from the funds. According to the author of the proposal, senator and former deputy Veneziano Vital do Rêgo (MDB-PB), the measure aims to prevent clubs in the same division from being treated unequally.
Timemania, developed by Caixa Econômica Federal, allocates 22% of the total collected to football clubs as compensation for the use of their brands. The proposed regulation reinforces the importance of this distribution for the financial balance of the teams.
The bill proceeds conclusively and will still be analyzed by the House's Committees on Sport, Finance and Taxation, and Constitution, Justice, and Citizenship. If approved, it will be an important step in turning the distribution of Timemania funds into a solid and transparent public policy.
